Starting your Own Company in Nevada

My cousin has stayed in Nevada for ten years now. All those years, he was able to save some money from his job and wants to enter into a business venture. He is planning to settle down soon because he already found his greatest love and he knows he is not getting any younger. For him, it is a great idea to open up a business that can add up to his current income especially that Nevada is full of opportunities. He still wants to keep his job and continue working for several more years until the business will really flourish and when he thinks that the revenue from it is enough to support his future family.
He is not sure though on how to start one and how he can accomplish the requirements of putting it up. He doesn’t know where would be its location.
